This ocean world has been written off by the Friends (for now), so the High Council hasn't seen any need to establish too much of a presence. However, they like to have at least one agent on each world, and the wise 150 year old sea turtle is more than happy to help, spreading his wisdom and helping to keep the residents on the right path. And should the Friends ever come calling, well, he's picked up more than a few tricks in his time.
