Bill Cipher is basically Chernabog's second-in-command… mainly because he's about as powerful as Chernabog, making the two unable to hurt each other. Chernabog just lets Bill Cipher do his stuff in his kingdom, a special region of the Other Side dubbed "Nigtmare Realm".
